What was announced, what is in force, and where the official text is. Case: the UK Growth Guarantee Scheme, announced in July 2026 with no start date published by mid-October.
Session 2
Comparing like with like
Choosing measures that mean the same thing in each country. Case: Korea’s 2013 plan for a virtuous circle in venture and start-up finance.
Session 3
Public money for growth capital
Funds of funds, scale-up funds and regional funds. Cases: the EU Scaleup Europe Fund, the UK’s new scale-up fund for the North of England and Korea’s regional growth funds.
Session 4
Governments as customers
Procurement rules that help public bodies buy from young and small firms. Cases: Japan, Korea, the UK and the EU, August to September 2026.
Session 5
Who counts as small
Definitions, size standards and reporting thresholds, and why they decide who gets support. Cases: the US size standards proposal and the UK corporate reporting consultation.
Session 6
Evaluating support programmes
What evidence a programme needs, how to find a fair comparison, and what to publish. Participants present a short comparison of a policy from their own organisation.
